The Learning & Development Division, (L&D), is part of Fors Marsh Group’s Human Capital and Business Advisory Services practice area, which includes a diverse set of organizational development capabilities including training, strategic human capital consulting and organizational behavior research. L&D provides full lifecycle development of training and performance support with an emphasis on instructional design rooted in adult learning principles, paired with creative use of media and technology. We think holistically about our client’s performance objectives and provide expert consultation, design, and development capabilities to help them meet those goals. Our team brings a deep and varied toolbox to client engagements which includes strategic consulting, serious games, eLearning at multiple levels of interaction, short-format and micro learning, social learning and collaboration, instructor-led training, blended programs, performance support tools and resources, educational technology integration, and expert facilitation.

We are seeking an individual who is passionate about helping clients make meaningful connections between organizational and individual performance and seeking creative ways to have an outsized impact on their key objectives. The qualifications for this role are focused on three primary areas:

  1. Technical expertise with a bias for leveraging current technologies, mixed pedagogies, and modalities to help stand up or transform enterprise learning programs (approximately 50% of time)
  2. Business growth orientation and demonstrated success capturing and securing new work in the U.S. federal government market (approximately 30% of time)
  3. Team growth and organizational development in alignment with our core values and commitment to making a difference at an individual and organizational level (approximately 20% of time)

We see this role as a player/coach with emphasis on developing and growing our market offering beyond content development to include a more comprehensive performance solution set. This includes technology integration such as xAPI and adaptive learning platforms, formal and informal learning to include social learning and collaboration in addition to a mix of digital media creation and, expert facilitation that may leverage design thinking and other user-centric methodologies. This role will have frequent engagement with client senior-level leadership and must be comfortable facilitating meetings, navigating different stakeholder priorities, communicating up and down the organization and driving tasks to completion on-time and at a high level of quality.

Responsibilities include:

  • Supervise L&D team
  • Provide monthly feedback and coaching to team members in the spirit of continuous development and individual career growth
  • Identify strategic growth opportunities in coordination with practice area leadership to meet current and projected client needs
  • Grow the L&D team in coordination with practice area leadership to meet current and projected project staffing needs
  • Support interaction and coordination between the L&D team and other supporting teams including subject matter experts, software engineering, graphics, research and human capital consulting
  • Facilitate client/team meetings throughout project lifecycle
  • Develop a variety of client deliverables including concept documents, design documents, and storyboards
  • Participate in peer reviews of team member deliverables
  • Conduct process audits and lead improvement initiatives
  • Develop and maintain project plans
  • Work with FMGs Project Management Office and Finance and Accounting to ensure project data is accurate including staffing projections and billing schedules
  • Support business development by contributing to proposals and capture activities


  • Minimum of 12 years of relevant work experience with a master’s degree in instructional systems design, education technology, or related disciplines
  • Detail oriented with an analytical approach to project planning and organization
  • Strong foundation with learning technologies including developing courses that will be hosted on SCORM conformant learning management systems, ensuring 508 accessibility, using eLearning platforms such as Articulate Storyline, and working with cross functional teams to produce digital media including video and motion graphics
  • Experience developing a pipeline and expanding existing accounts through organic growth
  • Demonstrated track record of successful engagements with U.S. federal government clients
  • A well-developed network of government clients and industry contacts
  • Experience in professional services consulting (preferred)
  • Participation with industry publications and conferences as a speaker, blogger, writer etc. (preferred)
  • Experience working with advanced learning technologies including xAPI, and adaptive learning (preferred)
  • Must be a US Citizen and consent to a full background check due to our federal contract requirements
